Scales on the outsides of reptiles, birds, and mammals are epidermal scales. They are not homologous with the dermal scales seen in fish.
Special cells of the epithelial layer cause the formation of an epidermal scale as a dense plate of keratinized tissue exposed to the surface of the epidermis.
Some speculate that hair and feathers are evolved modifications of epidermal scales.
